First, you bring your 2013 or newer heavy-duty truck to our East Los Angeles location. We verify your vehicle qualifies—model year 2013+ and over 14,000 pounds GVWR. This isn’t a test for older trucks or lighter vehicles.
Next, we connect CARB certified OBD testing equipment to your truck’s diagnostic port. The test pulls emissions data directly from your vehicle’s onboard computer. It takes roughly 15 minutes from start to finish, assuming there are no existing fault codes or check engine lights.
Once the test is complete and your truck passes, we immediately upload the results to CARB’s CTC-VIS database. You don’t have to do anything on your end. The state receives your passing test electronically, and you’re documented as compliant. If your truck doesn’t pass, we’ll explain what needs repair before you can retest.
You’ll also need to pay the annual compliance fee of $31.18 directly to CARB through their system. That’s separate from the testing fee, but it’s required to stay in the program. We can walk you through that process if you’re doing it for the first time.

California’s Clean Truck Check program applies to most heavy-duty diesel and alternative fuel vehicles over 14,000 pounds, whether you’re registered in California or just passing through. If your truck is model year 2013 or newer, you’re in the program.
You’ll need OBD emissions testing every three or six months depending on your vehicle and how it’s used. CARB will send you a Notice to Submit when it’s time to test. Once you get that notice, you have 30 calendar days to submit a passing test. Miss that window and you risk fines, DMV registration holds, and being pulled off the road during enforcement checks.
In East Los Angeles, where so many trucks are moving freight to and from the ports, enforcement is active. CARB has been using roadside emissions monitoring since January 2023, and they’re cross-referencing license plates with their compliance database. If you’re not in the system or you’re overdue, you’re visible.
The good news is that compliance is straightforward once you know the process. Get tested on time, pay your annual fee, and keep your CTC-VIS portal updated. That’s it. We handle the testing part so you can focus on the rest.
Your truck qualifies if it’s model year 2013 or newer and has a gross vehicle weight rating over 14,000 pounds. This includes most heavy-duty diesel trucks and some alternative fuel vehicles. It doesn’t matter if your truck is registered in California or out of state—if you operate on California public roads, you’re required to comply.
The program does not apply to trucks older than 2013 or vehicles under 14,000 pounds GVWR. If you’re not sure about your truck’s weight rating, check the label inside the driver’s door or your registration paperwork. GVWR is the maximum weight your vehicle is designed to carry, including cargo and passengers.
If you run a mixed fleet, you may have some trucks that qualify and others that don’t. Only the 2013+ trucks over 14,000 pounds need Clean Truck Check testing. Older or lighter vehicles follow different California smog check rules, but those aren’t part of this program.
Most trucks in the Clean Truck Check program are tested every six months. Some vehicles may be on a quarterly schedule depending on their use and emissions profile. CARB determines your testing frequency and will send you a Notice to Submit when it’s time to test.
Once you receive that notice, you have 30 calendar days to submit a passing emissions test. You can also test early—up to 90 days before your deadline—which gives you flexibility if you’re planning maintenance or route schedules. Early testing still counts toward your compliance requirement.
If you miss your deadline, CARB can issue fines starting at $1,000 per day per vehicle. They can also place a hold on your DMV registration, which means you can’t renew your registration until you’re compliant. For owner-operators and small fleets, that kind of interruption can shut down your business fast. Staying on schedule is the simplest way to avoid those consequences.
If your truck fails, you’ll need to repair whatever caused the failure before you can retest and submit a passing result to CARB. Common failure reasons include active fault codes, check engine lights, or emissions system malfunctions detected by the OBD scan.
We’ll give you a report that explains why the truck didn’t pass. From there, you’ll need to take it to a qualified repair shop that works on heavy-duty diesel emissions systems. Once repairs are done, bring the truck back to us for a retest. You’re still on the clock to submit a passing test within your 30-day window after receiving a Notice to Submit.
If you’re close to your deadline and repairs take longer than expected, contact CARB to explain the situation. In some cases, they may grant an extension, but that’s not guaranteed. The best approach is to test early—within that 90-day window before your deadline—so you have time to handle repairs without risking fines or registration holds.
Testing fees vary by location and provider, so it’s best to call us ahead for current pricing. What’s consistent across the board is the annual CARB compliance fee of $31.18 for 2025, which you pay directly to the state through the CTC-VIS portal. That fee is separate from the testing cost.

Also consider that failed tests mean you’ll pay for a retest after repairs. Beyond fines, CARB can place a hold on your DMV registration. That means you can’t renew your truck’s registration until you submit a passing test and pay any outstanding fees. If you’re caught operating without valid registration, that’s another violation with its own penalties.
