CARB Emissions Testing Menifee, CA

What Happens When You're Actually Compliant

You’re not dealing with a registration hold at the DMV. You’re not scrambling to find a certified tester two days before your deadline. And you’re definitely not staring down a $10,000-per-vehicle fine because someone told you the rules didn’t apply yet.

CARB compliance isn’t optional anymore. Starting January 2025, every heavy-duty diesel truck—model year 2013 or newer with a gross vehicle weight rating over 14,000 pounds—needs to pass a clean truck check twice a year. Miss it, and the state blocks your registration. Fail it, and you’re off the road until it’s fixed.

We handle the testing at your yard, your shop, or wherever your trucks are parked. You get same-day results, proper documentation for the state, and a clear answer on whether your vehicle passes or what needs attention. No surprises. No runaround.

This is what compliance looks like when it’s done right. Your trucks stay registered, your operation keeps running, and you’re not gambling with penalties that can sink a small fleet in a week.

CARB Certified Smog Check Menifee

We Only Do Heavy-Duty Diesel Compliance

All SMOG Motors is a CARB-certified testing provider serving Menifee and the surrounding Riverside County area. We’re not a general smog shop trying to figure out heavy-duty regulations on the fly. We focus exclusively on commercial diesel trucks that fall under California’s clean truck check program.

Menifee’s trucking community is growing fast—owner-operators, small fleets, regional haulers—and most of them are just now realizing how strict these rules actually are. We’ve been tracking CARB’s rollout since the beginning, and we know what the state is looking for during an inspection.

Our testers are credentialed through CARB’s official training program. We use OBD diagnostic equipment that meets state standards. And we come to you, because we know downtime costs more than the test itself.

Here's Exactly What Happens During Your Test

First, we confirm your truck qualifies. That means it’s a 2013 or newer diesel with a GVWR above 14,000 pounds. If it doesn’t meet both criteria, this program doesn’t apply to you—and we’ll tell you that upfront so you’re not wasting time or money.

Once we’re on-site, we plug into your truck’s onboard diagnostics system. The OBD test checks whether your emissions control equipment is working the way it’s supposed to. We’re looking at things like your diesel particulate filter, NOx sensors, and exhaust aftertreatment systems. The state wants to see that everything is functioning and that no trouble codes are active.

The test itself takes about 20 to 30 minutes per vehicle. If your truck passes, we submit the results directly to CARB and you get a compliance certificate. If it doesn’t pass, we’ll walk you through what’s flagged and what needs to be repaired before you can retest.

You’ll need to do this twice a year to stay compliant. We can set reminders so you’re never caught off guard by a deadline, and if you’ve got multiple trucks, we can schedule fleet testing to knock them all out in one visit.

What's Included in Your CARB Compliance Test

Every test includes a full OBD scan using CARB-approved diagnostic equipment. We check for active fault codes, verify that your emissions systems are ready for testing, and confirm that your truck meets the state’s performance standards. If your vehicle passes, we file the results with CARB on your behalf and provide you with documentation for your records.

You also get a clear explanation of what we found. If there’s an issue—a sensor malfunction, a regen problem, anything that would cause a failure—we’ll tell you what it is and what it means for your next steps. We don’t do repairs, but we’ll point you in the right direction so you’re not guessing.

In Menifee and across Riverside County, most fleets are dealing with a mix of newer trucks and older equipment that’s exempt. It’s easy to lose track of which vehicles need testing and when. We keep a log of your compliance dates and can send reminders before your next test is due, so you’re never late and never at risk of a registration block.

The annual compliance fee is $30 per vehicle, paid directly to the state—not to us. Our testing fee covers the mobile service, the diagnostic work, and the reporting. You’re paying for convenience and accuracy, not for someone to upsell you on services you don’t need.

What trucks are required to get a CARB clean truck check in California?

Only heavy-duty diesel trucks that are model year 2013 or newer and have a gross vehicle weight rating over 14,000 pounds are required to participate in the clean truck check program. If your truck doesn’t meet both of those criteria, you’re not required to test.

This is a common point of confusion. A lot of operators assume all commercial vehicles need testing, but that’s not the case. Gasoline trucks are exempt. Older diesels—anything 2012 or earlier—are also exempt. And if your truck is under 14,000 pounds GVWR, even if it’s a 2013 or newer diesel, it doesn’t qualify.

The program started January 1, 2025, and requires testing twice per year. If you’re not sure whether your truck qualifies, check the door placard for the GVWR and the model year. If you’re still unsure, we can confirm eligibility before scheduling a test.

If your truck fails, you’ll get a detailed report showing which emissions system triggered the failure. Common issues include malfunctioning diesel particulate filters, faulty NOx sensors, or active trouble codes that indicate your aftertreatment system isn’t working properly.

You’ll need to get the problem repaired and then retest before CARB will mark your vehicle as compliant. Until you pass, your truck’s registration will be blocked by the DMV. That means you can’t renew your registration, and if it expires, you can’t legally operate the vehicle on California roads.

We don’t handle repairs, but we’ll explain what the failure code means and what type of shop you’ll need to visit. Once the repair is done, we can come back out and retest. Most operators who stay on top of maintenance don’t have issues, but if your truck has been throwing a check engine light or going into limp mode, there’s a good chance it won’t pass until that’s addressed.

Testing fees in the Menifee area typically range from $50 to $190 per vehicle, depending on whether you’re bringing the truck to a facility or using a mobile service. We offer mobile testing, which means we come to your location and test your trucks on-site.

There’s also a state compliance fee of $30 per vehicle per year, which goes directly to CARB—not to us. That fee is separate from the cost of the actual test. Starting in 2026, that annual fee increases to $32.13.

If you’re running a fleet, we offer volume pricing that brings the per-unit cost down. Testing multiple trucks in one visit is more efficient for everyone, and it keeps your costs predictable. The key is to plan ahead and not wait until the last minute, because rush testing or emergency scheduling usually costs more.

Yes. If your truck operates in California—even if it’s registered in another state—it’s subject to CARB regulations. The state can pull over and inspect any heavy-duty diesel operating on California roads, regardless of where it’s registered.

That means if you’re an out-of-state operator running loads into or through California, you still need to comply with the clean truck check program if your vehicle meets the criteria. CARB doesn’t care where your plates are from. If the truck is a 2013 or newer diesel over 14,000 pounds GVWR and it’s operating in California, it needs to be compliant.

We can test out-of-state trucks and submit the results to CARB just like we would for a California-registered vehicle. You’ll still need to create an owner account with CARB and pay the annual compliance fee. If you’re running regular routes into California, it’s worth getting ahead of this now, because roadside inspections are happening and the fines for non-compliance are steep.

You’re required to test twice per year. The testing schedule is based on your vehicle’s registration renewal date, and CARB will notify you when your tests are due. Missing a test results in a registration hold, which means the DMV won’t let you renew until you’re compliant.

The twice-a-year requirement is designed to make sure your emissions systems stay functional as the truck ages. It’s not a one-and-done situation. You’ll need to build this into your maintenance schedule the same way you do oil changes or DOT inspections.

We recommend setting reminders at least 30 days before each test is due. That gives you time to schedule the test, address any issues if the truck fails, and get retested before the deadline. If you wait until the last week and your truck fails, you’re in a tough spot—especially if parts are on backorder or the repair takes longer than expected.

Fines for non-compliance start at $1,000 and can go as high as $10,000 per vehicle, per day, depending on the violation. In 2022 alone, CARB collected over $21 million in penalties from operators who weren’t compliant with state emissions regulations.

Beyond fines, your vehicle’s registration will be blocked by the DMV. That means you can’t renew, and if your registration expires, you can’t legally operate the truck. If you’re caught driving a non-compliant or unregistered vehicle, you’re looking at additional citations, possible impoundment, and a lot of downtime while you sort it out.

CARB also conducts roadside inspections without warning. If your truck gets pulled and you can’t show proof of compliance, you’re getting cited on the spot. For small fleets and owner-operators, a single penalty can be financially devastating. The cost of testing twice a year is a fraction of what you’ll pay if you ignore the requirement and get caught.
