If you operate in or through California—even if you’re based out of state—you’re subject to these rules. CARB uses roadside monitoring devices and automated license plate readers to flag potential high emitters. If your truck gets flagged, you have 30 days to submit proof of testing or face penalties.
The compliance fee is $32.13 per test as of January 2026, and that’s on top of the testing cost. But the real expense is what happens if you’re not compliant: registration holds that prevent you from renewing your plates, fines that stack up daily, and the lost income from trucks sitting idle.

CHP can pull you over for a roadside inspection. If you’re not compliant, they can issue citations and put your truck out of service until you fix it. Don’t assume your home state registration covers you here—it doesn’t.
Testing costs vary depending on the provider, but you’re typically looking at $50 to $190 per vehicle in the Los Angeles area. That doesn’t include the state compliance fee, which is $32.13 as of 2026.

If your truck is older than 2013, it falls under a different program—the Periodic Smoke Inspection Program (PSIP)—which has different requirements and testing procedures. We don’t handle that.
And if your vehicle is under 14,000 pounds, it’s not subject to the same heavy-duty emissions rules. You’d need a standard smog check, which is a completely different process. We focus exclusively on the newer, heavier trucks that are subject to CARB’s strictest regulations. If your fleet includes vehicles outside that range, we’re not the right fit—and we’ll tell you that upfront rather than waste your time.
Yes. Before you can get tested, your truck needs to be registered in California’s Clean Truck Check Vehicle Information System (CTC-VIS). This is a one-time setup, but it’s required before any testing can happen.
A lot of fleet operators get stuck here because the registration process isn’t intuitive, and the state doesn’t make it easy. You need your VIN, engine details, and registration information, and if anything’s entered wrong, it can delay your ability to test.
We help with CTC-VIS registration at no extra charge. Some mobile testers charge up to $75 just to walk you through the account setup—we don’t. If you’re not registered yet, we’ll guide you through it so you’re ready to test. And if you’ve already got an account but haven’t used it in a while, we’ll make sure everything’s current before we run the test. It’s part of the service.
