Mobile CARB Compliance Testing Los Angeles

Your Truck Stays Working. Your Record Stays Clean.

Grounding a truck in the Los Angeles metro area creates instant financial friction. Whether you move drayage containers through Wilmington, shuttle loads across East LA via the I-5, or serve intermodal railyards near Commerce, unscheduled downtime disrupts your entire business. Registration holds, terminal access problems, and 30-day CARB compliance notices happen quickly in heavily monitored shipping lanes. Mobile service provides a huge advantage in a sprawling region like LA. Moving a commercial rig off busy thoroughfares such as I-405 or I-10 just to park at a physical test facility wastes valuable drive hours. We travel directly to your facility, execute the diagnostic scan in 10 to 15 minutes, and submit the electronic file to CTC-VIS before wrapping up. Once uploaded, state systems typically clear DMV holds within a few business days. For harbor haulers utilizing the I-110, rapid processing keeps your trucks moving through terminal gates without interruption.

CARB Credentialed Tester Los Angeles

One Service. One Credential. Verifiable Before You Book.

All SMOG Motors was formed specifically to deliver dedicated mobile compliance solutions for California’s Heavy-Duty I/M mandates. We intentionally limit our focus to OBD emissions scans for 2013 and newer diesel trucks rated above 14,000 lbs GVWR. We do not inspect light-duty cars or handle traditional mechanical repairs. Our active certification can be viewed under CARB Tester ID E164983 on the state’s official registry. A publicly verifiable credential means your emissions filings are accepted and processed by the state – tests from unapproved providers aren’t. Our service radius encompasses all major industrial zones in the Los Angeles basin and all of Los Angeles County. From harbor berths in San Pedro to staging locations in Inglewood or freight depots along the I-5 in Boyle Heights, this owner-operated mobile service delivers testing directly to your doorstep.

What the Test Covers, What It Costs, and What Comes Next

This testing protocol applies to diesel vehicles model year 2013 or newer with a GVWR over 14,000 lbs operating on California roads. For California-registered trucks it is fully enforceable; for out-of-state carriers the rules shifted in 2026 – see the FAQ below. We deliver digital OBD evaluations exclusively, smoke opacity testing for older engines is not provided. Our fee is $150 per truck, plus a travel charge calculated at booking. In addition, CARB requires an annual state compliance fee of $32.13 per vehicle. This payment must be remitted directly to CARB via their online portal, it is completely separate from our service bill. Currently, qualifying diesel platforms undergo testing twice a year. Beginning October 1, 2027, CARB will raise this requirement to four times per year. Fleet managers overseeing multiple trucks should prepare for this schedule change now – our guide to Q4 fleet emissions testing in Los Angeles County covers how to beat the year-end rush, and our CARB deadline calculator shows exactly when each truck is due. Active-duty military members and veterans qualify for a 10 percent discount. For a free quote or to book mobile testing, call or text 858-257-8576.

Can my drayage truck get denied port access in Los Angeles for a failed Clean Truck Check?

It’s a real risk. Under CARB’s Clean Truck Check enforcement, non-compliant vehicles can be blocked from port and intermodal terminal access, on top of DMV registration holds. For a harbor hauler operating along the I-110, that means lost turns and wasted fuel. Because compliance problems compound quickly, same-day data filing is critical. We submit your OBD readings to CTC-VIS on the day of testing, which is the fastest way to keep your operational standing current and avoid trouble at the gate.

A registration block indicates that your truck’s CTC-VIS record is incomplete or overdue. Clearing this hold requires an approved tester to perform an OBD scan and upload a passing file to CARB. Paying standard registration fees at the DMV will not lift the lock until CARB receives this electronic verification. Once a passing test is submitted, CARB transfers updated data to the DMV, and registration holds generally lift within a few business days. Partnering with a mobile tester who files immediately is the most direct way to resolve blocks – and our DMV registration hold removal service walks you through the whole process.

CARB operates roadside emissions sensors along key shipping routes like the I-710 corridor. If a sensor records elevated exhaust readings from your rig, CARB issues an official Notice to Submit to Testing (NST). Receiving an NST gives you 30 calendar days from the issue date to file a passing OBD scan performed by a credentialed tester. Ignoring this notice leads to registration enforcement and potential terminal access restrictions. We offer expedited scheduling for drivers handling active NST letters to ensure deadlines are met.

Mostly yes – but this changed in 2026, so here’s the honest picture. In January 2026, EPA disapproved the part of Clean Truck Check that applies to out-of-state-registered trucks, and federal enforcement won’t happen on those vehicles. CARB, however, has said it will keep enforcing the program under state law on all trucks operating in California – and its roadside monitoring doesn’t check your plates before flagging you. California-registered trucks are unaffected: fully enforceable, DMV holds and all. Non-California rigs follow a compliance timeline based on the last digit of their VIN, and compliance is checked at scale facilities and through roadside monitoring around the region. If you’re running freight into Los Angeles on out-of-state plates and aren’t sure where you stand, call us and we’ll talk it through.

Currently, 2013 and newer diesel trucks must complete OBD testing twice per year. For California-registered platforms, deadlines align with your annual DMV renewal date and its mid-year six-month mark. Tests must be completed within 90 days prior to each deadline. On October 1, 2027, the state will transition all OBD-compliant vehicles to a quarterly schedule, requiring four scans annually. Establishing a routine with an on-site testing provider now ensures your fleet adapts smoothly when the frequency doubles.

If the active fault code relates to an emissions control component, such as the DPF, EGR valve, or SCR system, the vehicle will likely fail the test. Faults unrelated to exhaust controls may not cause an automatic failure, but active engine lights should always be evaluated beforehand. Attempting to clear trouble codes immediately before a test resets the computer’s readiness monitors. When monitors are cleared, the scan returns a “Not Ready” result, which cannot be accepted as a passing file. The vehicle must then be driven through normal duty cycles to restore monitor readiness. Resolving mechanical issues prior to scheduling prevents lost time.
