It’s a state fee, and it’s yours to pay on your own schedule through your own account. The second is the testing fee — what you pay a CARB-credentialed tester to actually perform the OBD inspection and submit the result to CARB’s database. That’s where we come in. It’s due by your compliance deadline, and it covers your registration in the program for that year. What it does not cover is the actual inspection. The $32.13 gets you enrolled and on the books. The OBD test — the scan that reads your truck’s emissions data and generates the result CARB needs to see — is a separate transaction with a separate credentialed tester. If you’ve only paid the state fee and haven’t submitted a passing test result, your truck is still flagged as non-compliant in CARB’s system.
