CARB enforcement started January 1, 2023, and as of August 2024, the DMV began placing registration holds on non-compliant vehicles. That means if you don’t complete your required testing, you won’t be able to renew your registration. Your truck becomes illegal to operate on California roads.
The testing requirement applies to diesel trucks, public vehicles, motorcoaches, transit buses, hybrids, and other commercial vehicles over 14,000 pounds GVWR. Right now, you need testing every six months. By 2027, that increases to four times per year for OBD-equipped vehicles. This is a permanent compliance requirement, not a temporary program.
If your truck fails, you’ll need to get the emissions system repaired and then retest. We’ll tell you exactly what the diagnostic readout shows so you know what needs fixing.
Common failure reasons include malfunctioning emissions components, deleted or tampered emissions systems, or diagnostic trouble codes that indicate the emissions controls aren’t working properly. You can’t pass with a check engine light on or with emissions-related fault codes stored in the system.
Once you’ve made the necessary repairs, we can come back and retest. You need a passing result submitted to the CTC-VIS database to clear your compliance requirement. Until you pass, your registration hold stays in place and you’re at risk for penalties if you continue operating the vehicle. The faster you address the issue and retest, the faster you’re back to full compliance.

Clean Truck Check testing through OBD diagnostics only applies to heavy-duty trucks that are model year 2013 or newer. If your truck is older than 2013, it’s subject to different CARB regulations but not the Clean Truck Check program we’re discussing here.
This is a critical distinction. All SMOG Motors specializes in Clean Truck Check testing for 2013+ trucks with GVWR over 14,000 pounds. We don’t handle older model testing because those vehicles fall under different inspection programs with different equipment and certification requirements.
If you’re running a mixed fleet with both pre-2013 and post-2013 trucks, you’ll need different testing providers for different vehicles. Make sure you’re clear on which trucks need Clean Truck Check and which need other types of emissions compliance. Operating under the wrong assumption can leave you non-compliant even if you think you’re doing everything right.
Right now, you need Clean Truck Check testing every six months for trucks model year 2013 or newer with GVWR over 14,000 pounds. That’s twice per year, and you need to stay on top of those deadlines to avoid registration holds.
Starting in 2027, CARB is increasing the testing frequency to four times per year for OBD-equipped vehicles. That means you’ll need testing every three months instead of every six. The frequency increase is part of CARB’s ongoing effort to tighten emissions compliance for heavy-duty vehicles.
Missing a deadline isn’t something you can brush off. The DMV will place a registration hold on your vehicle, and you’ll face penalties if you continue operating without current compliance. We recommend setting calendar reminders well before your due dates and scheduling your mobile testing in advance so you’re never scrambling at the last minute.
