California’s Clean Truck Check program became effective October 1, 2024. The first mandatory compliance deadlines hit January 1, 2025. If your truck falls under this program, you’re required to complete emissions testing twice a year and pay an annual compliance fee of $31.18 for 2025.

Your test results can be submitted up to 90 days before your compliance deadline. That window exists so you have time to fix issues if you don’t pass the first time. But here’s the thing—most operators wait until the last minute, and that’s when problems turn into emergencies.

Lake Los Angeles is part of a region where enforcement is active. CARB conducts roadside inspections throughout the state, and CHP has authority to check compliance during traffic stops. Ports and railyards in the Los Angeles area are major entry points for freight, and they’re checking compliance at the gate. If your truck isn’t current, you’re not getting in.

This isn’t scare tactics. It’s how the program works. CARB expects this regulation to prevent 7,500 air-quality-related deaths and deliver $75 billion in health benefits. CARB’s Heavy-Duty Inspection and Maintenance program specifically targets newer heavy-duty diesel trucks. If you’re running a semi truck, a heavy-duty box truck, or a commercial vehicle that fits those specs, you’re in the program. And starting in 2025, you’re required to test twice a year.

One more thing—vehicles with engines from 2009 or older aren’t allowed to register in California anymore. If you’re still running pre-2010 engines, you can’t legally operate here. The Clean Truck Check program only applies to compliant trucks that are already allowed on California roads.
