A lot of people assume all commercial vehicles need this test, but that’s not accurate. The rule targets a specific category of trucks based on weight and model year. Starting in 2025, most trucks subject to this regulation will need testing twice a year—that’s the semi-annual requirement. But 2024 was a transition year, and if you already completed a one-time test during that period, your next test is based on your compliance deadline going forward.
CARB assigns compliance deadlines based on your vehicle’s last three VIN digits. You’ll receive a Notice to Submit to Testing from the state, and you’ve got 30 days from that notice to submit a passing test. Miss that window and your registration can be held up.
The good news is you can submit a passing test up to 90 days before your deadline. That gives you a buffer if your truck doesn’t pass on the first try and needs repairs. It also means you can plan ahead instead of scrambling at the last minute when a notice shows up.
If your truck doesn’t pass, you’ll need to get the issue fixed and then retest. The test results will show what triggered the failure—usually it’s an emissions system problem or a fault code that indicates something isn’t working the way it should.
You’ve still got time to address it, especially if you tested early. Remember, you can submit a passing test up to 90 days before your deadline, so if you catch a problem early, you’re not under the gun to get it repaired immediately.
Once repairs are made, you come back for a retest. If it passes the second time, we submit those results to CARB and you’re compliant. If you ignore the failure and don’t retest, that’s when you run into bigger problems—registration holds, removal from CARB’s compliance database, and potential fines if you’re caught operating a non-compliant vehicle.

Where things take longer is if your truck doesn’t pass and needs repairs. That’s out of our hands—it depends on what’s wrong and how quickly you can get it fixed. But the test itself? It’s straightforward, and we’re not going to waste your time dragging it out.
If you miss your compliance deadline, the DMV can place a hold on your vehicle registration. That means you can’t renew your registration until you submit a passing test. Your truck also gets removed from CARB’s compliance database, which creates problems if you’re ever stopped or inspected.
And if you keep operating a non-compliant truck, you’re risking enforcement action. CARB can issue penalties that run thousands of dollars per vehicle per day. That’s not a scare tactic—it’s what the regulation allows them to do when trucks aren’t meeting emissions requirements.
