You need your trucks moving, not sitting in a shop waiting for compliance paperwork. Clean Truck Check testing is mandatory twice a year for diesel and alternative fuel heavy-duty vehicles manufactured 2013 or newer with a gross vehicle weight rating over 14,000 pounds. Miss it, and you’re looking at registration holds, fines up to $10,000 per vehicle per day, and trucks that can’t legally operate.
We handle the entire process—OBD testing, CARB database submission, and compliance verification—so you can get back to work. Most tests take 15 to 20 minutes. Results go straight into the CTC-VIS system, which means no delays, no paperwork, and no wondering if you’re actually covered.
If you’re running a fleet in Greater Los Angeles, you already know how tight margins are. Downtime costs you hundreds per vehicle per day. We’re not here to waste your time. You show up, we test, you leave compliant.
All SMOG Motors focuses exclusively on Clean Truck Check testing for 2013 and newer heavy-duty vehicles. We’re not a general smog shop trying to figure out CARB regulations on the fly. We’re credentialed by the California Air Resources Board, we use CARB-approved OBD equipment, and we know exactly what’s required for your trucks to pass.
Greater Los Angeles has some of the strictest air quality enforcement in the country. CARB has been using roadside emissions monitoring since 2023, flagging high emitters for mandatory retesting. Ports, freight terminals, and work zones are checking compliance at the gate. You can’t afford to show up without current certification.
We’ve built our operation around the reality that your trucks need to stay on the road. That means fast turnaround, accurate testing, and immediate submission to the state database so your compliance status is never in question.
You schedule a time or drop by during business hours. We pull your truck into the bay and connect our CARB-approved OBD scanner to your vehicle’s diagnostic port. The test runs through your truck’s onboard diagnostics to check emissions performance and verify that all required systems are functioning properly.
The whole process takes about 15 to 20 minutes for most vehicles. If your truck passes, we submit the results directly to the CARB CTC-VIS database right then. You get a printed certificate, and your compliance status updates in the state system immediately. If there’s an issue, we’ll walk you through what needs to be addressed before retesting.
This isn’t a visual inspection or a tailpipe test. It’s an OBD-based emissions check specific to 2013 and newer heavy-duty diesel and alternative fuel trucks. The test looks at fault codes, readiness monitors, and emissions control system performance. If your check engine light is on or your monitors aren’t set, you won’t pass until those issues are resolved.
You’ll need to complete this test twice a year based on your DMV registration date. Starting in October 2027, OBD-equipped vehicles will need testing four times per year. We can help you track those deadlines so you’re never scrambling at the last minute.
Ready to get started?
You’re getting a CARB-credentialed tester who’s passed the official state exam and knows the Clean Truck Check regulations inside and out. You’re getting equipment that’s certified and calibrated to CARB standards. And you’re getting immediate electronic submission to the CTC-VIS system, which is the only way your compliance actually counts.
Heavy-duty vehicles make up just 3% of vehicles on California roads but generate over half of the state’s smog-causing pollution. That’s why CARB enforcement is aggressive, especially in Greater Los Angeles where air quality impacts millions of residents. Senate Bill 210 created this program, and it’s not going away. The testing requirements will only get stricter.
If you operate out of state but travel through California, you’re still subject to Clean Truck Check requirements. If you’re an independent owner-operator or run a small fleet, you’re held to the same standards as the big logistics companies. There’s no exemption for size or frequency. Every 2013+ heavy-duty truck over 14,000 lbs GVWR needs to be tested and compliant.
We also work with fleet operators who need to schedule multiple vehicles efficiently. Bring your trucks in, we’ll move through them quickly, and you’ll have a full compliance record for your entire operation.
Any heavy-duty vehicle with a gross vehicle weight rating over 14,000 pounds, manufactured in model year 2013 or newer, and powered by diesel or alternative fuel must complete Clean Truck Check testing. This includes semi trucks, box trucks, buses, and other commercial vehicles that meet those specs.
The program does not apply to trucks older than 2013 or vehicles under 14,000 lbs GVWR, even if they’re commercial. If your truck falls into the 2013+ and 14,000+ category, you’re required to test twice per year. That frequency increases to four times per year starting October 2027 for OBD-equipped vehicles.
Out-of-state trucks aren’t exempt. If you operate in California or pass through regularly, you need to comply. CARB can flag your vehicle at weigh stations, ports, or through roadside monitoring devices, and non-compliance will result in fines and registration holds.
Testing typically takes 15 to 20 minutes per vehicle. The cost varies depending on the provider, but you’re looking at a relatively small expense compared to the penalties for non-compliance, which can reach $10,000 per vehicle per day.
The bigger cost is downtime. Traditional manual inspections used to take one to three hours per truck, which could cost you $300 to $900 in lost productivity per vehicle. OBD-based Clean Truck Check testing is faster and more efficient, which is why it’s worth finding a provider who knows what they’re doing and can move you through quickly.
If your truck fails, you’ll need to address the issue and retest before you’re compliant. That could mean repairs, resetting monitors, or clearing fault codes. The faster you catch problems, the less it costs you in downtime and penalties.
If your truck doesn’t pass, you won’t be able to register it with the DMV until you fix the issue and pass a retest. The state puts a hold on your registration, which means that truck is legally grounded until compliance is restored.
Common failure reasons include active fault codes, check engine lights, incomplete readiness monitors, or emissions control systems that aren’t functioning properly. You’ll need to diagnose and repair whatever triggered the failure, then come back for another test.
CARB is also using roadside emissions monitoring devices to identify potential high emitters. If your truck gets flagged, you’ll be required to complete a Clean Truck Check within a specific timeframe. Ignoring that notice leads to fines and enforcement action. The best approach is to stay ahead of your testing schedule so you’re never caught off guard.
Right now, you need to test twice per year. Those deadlines are tied to your DMV registration date, so you’ll need to track when your tests are due based on when your registration renews.
Starting in October 2027, the frequency increases to four times per year for OBD-equipped vehicles. That’s every three months. If you’re running a fleet, that means you need a testing schedule that keeps every truck compliant without creating a logistics nightmare.
Missing a deadline results in registration holds and fines. CARB isn’t flexible on this. The program started October 1, 2024, and enforcement began January 1, 2025. If you haven’t tested yet and you’re operating a 2013+ heavy-duty truck in California, you’re already behind.
You need to go to a CARB-credentialed testing location with certified equipment and trained testers. Not every smog shop is set up for Clean Truck Check. This is a specialized test for heavy-duty vehicles, and it requires specific OBD scanners, software, and database access that general automotive shops don’t have.
Greater Los Angeles has multiple testing providers, but availability can be an issue. Some locations are booked out or don’t have the capacity to handle larger trucks. If you’re running a fleet, you need a provider who can move through multiple vehicles efficiently without making you wait days for an appointment.
We focus exclusively on 2013 and newer heavy-duty trucks, which means we’re set up for your vehicles specifically. You’re not competing with passenger cars for bay time, and you’re not dealing with a shop that’s learning the regulations as they go.
The DMV will place a hold on your vehicle registration, which means you can’t renew until you’re compliant. Fines start at $1,000 per day per vehicle and can go as high as $10,000 per vehicle per day depending on the violation and enforcement action.
Beyond the fines, you lose access to ports, freight terminals, and work zones that require CARB compliance. If you’re caught operating a non-compliant vehicle, you’re looking at penalties, potential impoundment, and a compliance order that forces you off the road until the issue is resolved.
The financial hit from downtime alone can be devastating. A single truck sitting idle costs you hundreds per day in lost revenue. Multiply that across a fleet, and non-compliance becomes a business-ending problem. The testing itself is quick and straightforward. The penalties for skipping it are not.
