Your first compliance deadline depends on your vehicle, but all deadlines from January 1, 2025 onward require a passing test. But if you receive a Notice to Submit to Testing from CARB, you have exactly 30 days to get a passing result submitted.
Testing frequency increases over time. Right now, it’s moving to semi-annual testing. By 2027, you’ll need to test quarterly. The state estimates this program will prevent thousands of air quality-related health issues, which is why enforcement is strict and getting stricter.
If your truck is model year 2013 or newer and has a gross vehicle weight rating over 14,000 pounds, yes—you need CARB emissions testing. This applies to diesel and alternative fuel heavy-duty trucks, including hybrids.

You can submit passing results up to 90 days before your deadline, so if you stay ahead of it, you won’t be scrambling last minute. But if you miss a deadline, you risk registration blocks and enforcement action. The state’s serious about this.

This specific program applies only to 2013 and newer model year trucks with OBD-equipped engines. If your truck is older than 2013, it’s not subject to California’s current Heavy-Duty Inspection and Maintenance requirements.
The reason is that 2013 and newer diesel engines have onboard diagnostic systems that can be scanned electronically. Older trucks don’t have that technology, so they’re tested differently—or not at all under this particular program.
If you’re running a mixed fleet with both older and newer trucks, only the 2013+ vehicles over 14,000 pounds GVWR need this testing. Don’t waste time or money trying to get older trucks tested under this program—they’re not eligible.
