Only CARB-credentialed testers are authorized to perform Clean Truck Check inspections. That means the person running your test has to have completed CARB’s official Tester Training Course and passed the certification exam. Yes. The Clean Truck Check program applies to all heavy-duty vehicles operating in California, regardless of where they’re registered. If you’re an out-of-state trucker running routes through California with a 2013-or-newer truck over 14,000 pounds, you’re subject to the same testing requirements as California-registered vehicles.
CARB doesn’t care what state your plates are from. If you’re operating on California roads, you need to comply with California emissions regulations. That means getting tested by a certified facility and having your results on file in the CTC-VIS system.
If you’re based out of state and only pass through California occasionally, you still need the test. CARB can pull you over, check your compliance status, and issue fines on the spot if you’re not in the system. Don’t assume you’re exempt just because your truck isn’t registered here. You’re not.
The testing frequency depends on your truck’s age and usage, but most heavy-duty vehicles under the Clean Truck Check program are required to test annually. CARB will send you a Notice to Submit to Testing when your truck is due. Once you receive that notice, you have 30 days to get tested and submit passing results.
If you don’t receive a notice, that doesn’t mean you’re off the hook. It’s your responsibility to stay compliant. The DMV checks the CTC-VIS database when you renew your registration, and if there’s no passing test on file, they’ll place a hold until you provide one.
Some fleets with newer trucks or lower mileage may qualify for less frequent testing, but that’s determined by CARB based on your vehicle’s profile in their system. Don’t guess.
